Why can't I create a new repository?

Only Owners and Admins have the ability to create new repositories

If your user account has Write or Read-only privileges, then you will not be able to create a repository. Contact someone within your Organization that has Admin or greater privileges to create a repo for you. You can find more information about user permissions in our Documentation.
